Stephanie J. Bonney joined MSBT Law as an associate in October of 2005 and became a partner in January of 2008. Prior to joining the firm, Ms. Bonney was an associate for the Idaho Falls law firm of Pike & Smith, P.A.

Ms. Bonney’s practice emphasizes the areas of local government, natural resources, land use law and administrative law. In her municipal and local government practice, Ms. Bonney represents several cities, counties, and other government entities in Southeast and Southwest Idaho in natural resources, water, land use, employment and general counsel matters. Ms. Bonney also represents private individuals, corporations, municipalities and other local government entities in various natural resource issues, including water rights, land use, Clean Water Act, Endangered Species Act, CERCLA, NEPA and other related environmental matters. She teaches a graduate course in Environmental Law for the University of Idaho. Ms. Bonney is also the Hearing Officer for Regions VI and VII for the Idaho Department of Health and Welfare.

Ms. Bonney received her law degree with an emphasis in Environmental Law from the University of Colorado in 1999. She received her Bachelor of Science degree in Environmental Science from the University of Delaware in 1995. Ms. Bonney is admitted to practice before the state and federal courts of Idaho and Utah.

Fran Stern’s practice focuses on family law services and divorce representation, and bankruptcy and business law. She graduated from the Willamette University College of Law in 1994, and earned her Bachelor of Arts undergraduate degree in Political Science from the University of Oregon.

Prior to entering private practice, Ms. Stern served as a law clerk to then-district judges Alan Schwartzman and Duff McKee. In 2005 she opened Frances R. Stern Law Office, which merged with MSBT in March 2014.

Cherese D. Mclain

Cherese McLain’s practice emphasizes local government, natural resources, environmental, Indian law, and business law. She has represented sewer districts, school boards, counties, as well as local businesses and individuals.

Cherese graduated magna cum laude with a degree in Political Science at Fort Lewis College, Durango, Colorado in 2003. She received her J.D. at Arizona State University Sandra Day O’Connor College of Law in 2006 and also received a Certificate for Indian Law through the Indian Legal Program and a Certificate for Law, Science, and Technology with an emphasis in Environmental Law. Cherese was awarded the Pro Bono Distinction for doing 50+ hours of pro bono work while in Law School.

While in law school she did a summer clerkship with the Navajo Nation Supreme Court in Window Rock, Arizona, attended the Graduate Institute of International Studies, Geneva, Switzerland through the University of Tulsa Indigenous Law Program, and was a research assistant for Professor Robert Clinton, ASU Foundation Professor of Constitutional Law.

Upon graduation, Cherese accepted an internship with the Legal Department of the Little Traverse Bay Band of Odawa Indians in Harbor Springs, Michigan and later accepted a position with Office of General Counsel of the Pokagon Band of Potawatomi Indians in Dowagiac, Michigan. In November 2007, Cherese joined Echo Hawk Law Offices in Pocatello, Idaho as an associate. In April 2009, Cherese moved to Boise and entered a position at the Boise County Prosecutor’s Office as a civil deputy prosecutor. She joined MSBT Law in 2012.

Bruce Smith’s practice over the span of 20 plus years has emphasized natural resource, water, environmental, administrative and business law. His clientele includes individuals and businesses in the ranching, farming, mining and timber industries as well as public entities including municipalities, water and irrigation districts and canal companies. Mr. Smith has counseled clients on compliance, permitting, strategic planning and litigation in dealing with numerous regulatory matters including the Endangered Species Act, the Clean Water Act and CERCLA. He is a member and past chair of the Idaho State Bar Water Law Section, and Environmental Law Section, and the ABA Section on Natural Resources, Energy and Environmental Law. He has served on several boards and is a past member of the State Ground Water Quality Council and the Idaho State Bar Professional Conduct Review Board.

Mr. Smith received his J.D. from the University of Idaho in 1985. Following law school, he clerked for the Honorable Jesse Walters of the Idaho Court of Appeals. Prior to practicing law, Mr. Smith worked for a Certified Public Accounting firm and was a Wildlife Biologist for the U.S. Forest Service. His personal interests include hunting, fly fishing, cross-country skiing and travel.

Paul Turcke’s practice emphasizes natural resource and public land law, local government law and general trial and appellate litigation. Mr. Turcke’s recent efforts have focused on public lands recreation law, where he represents local, regional and national recreation organizations in management issues and litigation involving diverse sites such as the Daniel Boone National Forest in Kentucky, Yellowstone National Park, Utah BLM lands, the Hells Canyon National Recreational Area and the California Desert Conservation Area. His clients in these matters have included the BlueRibbon Coalition, the Montana and Idaho State Snowmobile Associations, the Utah Shared Access Alliance, the Colorado Off-Highway Vehicle Coalition, the United and California Associations of 4 Wheel Drive Clubs, the Recreational Aviation Foundation and numerous guides, outfitters, private property owners and local tourism businesses. Paul has two beautiful daughters, Katherine Rose and Elizabeth Alice. When not chasing around tottlers, Mr. Fitzer is an avid triathlete competing at multiple levels of triathlon including the Ironman Triathlon.

Ms. Holinka received her undergraduate degree in Political Science, cum laude, from Pacific University in 1996, and graduated from Willamette University College of Law in May 2002. After graduation from law school, Ms. Holinka practiced at White Peterson, P.A., in Nampa, Idaho as an associate, where her practice emphasized civil litigation, including municipal, commercial and trust and estate litigation. Ms. Holinka joined MSBT Law in March 2008 as an associate; where her practice includes municipal law, land use and civil litigation.

Ms. Holinka is an active member of the Idaho State Bar, currently involved in bar exam grading. She is admitted to practice before the U.S. District Court for Idaho and all Idaho state courts. She is also a member of the Boise Young Professionals division of the Boise Metro Chamber of Commerce.

Ms. Holinka was raised in Kuna, Idaho and currently lives in Boise. She and her husband, Erik, have a daughter, Morgan, and a son, Jackson. Ms. Holinka and her children are members of the American Taekwondo Association, and are pursuing their black belts.
